Nz exporters say fear of disease in apples and other plants means that consumers are unable to distinguish apples from any other fruit, including wild ones.

The British Association of Appraisers of Quality told CNBC that the group believes that the current system is "not optimal, especially in respect of our consumer confidence."

On its website, British Appraisers of Quality calls the import quota system a "dangerous and ineffective incentive system" which "causes unnecessary stress on apple producers and their workforce."

Apple CEO Tim Cook says he's ready to cut the quota and renegotiate the contract with British Appraisers of Quality and hopes to bring the apples home soon.

British Appraisers of Quality said the issue of quotas was discussed internally in June but a change in rules had not yet been implemented.

The U.K. government currently allows the import of up to 400 kilograms of apples a day from abroad – but in 2013, British Appraisers of Quality was informed by U.K. authorities that there were still two months' worth of apples left in the market, according to a draft of an internal government decision, quoted by Quartz.
